Jeremy Hunt, chair of the Health and Social Care Committee and former health secretary, said increasing capacity was not going fast enough.
He added: “Our report uncovers good progress in schools but a failure to find community care.”
One in six young people had problems last year but many struggled to get help.
MPs on the committee called for services to be overhauled to tackle issues early.
